The current program <runtime parameter> was meant to allocate a control line to the memory ID <runtime parameter>, but the routine called for this purpose could not provide any further lines for the existing MEMORY-ID <runtime parameter>. The preceding line has the paging address: Block: <runtime parameter> and offset: <runtime parameter>.
