What causes this issue

You want to change the control key for an
operation with a service package, which is planned for internalprocessing, into a control key which does not allow any servicepackages.

System Response

The system only permits this so long as no service package is
maintained for the operation.

How to fix

Choose another control key.
If you want to change the control key in the way entered, you must
delete the operation and re-enter it.&SYS_ADMIN&
