What causes this issue

You want to change the sign of the requirement quantity for a
reservation item. The withdrawal quantity for this item is not 0.Therefore it is not possible to change the sign.

Cancel the goods movement that have been previously created for this
item, so that the withdrawal quantity is 0.Alternatively, you can create a new reservation item.&SYS_ADMIN&
