Message number 008 of class IW is used to display message "Order has a budget -> WBS allocation not possible" and can be triggered using the following ABAP code:

What causes this issue

You are trying to assign the order to a WBS element, but the order
already has an individual budget.

System Response

You can not have an order with both an individual budget and an
assignment to a WBS element.

How to fix

You can not assign this order to a WBS element.
