Message number 407 of class B1 is used to display message "Segment type & deactivated for message type &" and can be triggered using the following ABAP code:

What causes this issue

Message type &V2& is a reduction of another message type.
During the reduction segment type &V1& has been deactivated.Therefore segment type &V1& may not be used for message type &V2&.
