What causes this issue

ALE uses the change pointer to find out which master data changes have
to be distributed to other systems.Change pointer creation must be generally activated so as to ensure
that change pointers are written for changes to master data that are tobe sent with ALE.

How to fix

Activate change pointer creation generally.
