Message number 107 of class B1 is used to display message "Higher-level segment deactivated" and can be triggered using the following ABAP code:

    MESSAGE W107(B1). "Warning message example

What causes this issue

Since higher-level segments have been deactivated, the selected
segment cannot be activated.

How to fix

To activate a subordinate segment, all higher-level segments must
be active.
