SAP FPLAA_PS Application data for the billing plan for the WBS element Table data and field list

How do I retrieve data from SAP structure FPLAA_PS using ABAP code?

As FPLAA_PS is a database structure and not a table it does not store any data in the SAP data dictionary. The ABAP SELECT statement is therefore not appropriate and can not be performed on FPLAA_PS as there is no data to select.
