SAP BBP_TEXT_ID Text Schema with Short Texts for the UI Table data and field list

How do I retrieve data from SAP structure BBP_TEXT_ID using ABAP code?

As BBP_TEXT_ID is a database structure and not a table it does not store any data in the SAP data dictionary. The ABAP SELECT statement is therefore not appropriate and can not be performed on BBP_TEXT_ID as there is no data to select.
