RL030_UNIQUE is a standard SAP Structure so does not store data like a database table does. It can be used to define the fields of other actual tables or to process "Unique fields from tables lagp & lqua." Information within sap ABAP programs.

How do I retrieve data from SAP structure RL030_UNIQUE using ABAP code?
