How do I retrieve data from SAP append structure MPN_MDEY using ABAP code?

As MPN_MDEY is a database structure and not a table it does not store any data in the SAP data dictionary. The ABAP SELECT statement is therefore not appropriate and can not be performed on MPN_MDEY as there is no data to select. You could however select data from any tables that this append structure has been assigned too.
