DB2Q3ST is a standard SAP Structure so does not store data like a database table does. It can be used to define the fields of other actual tables or to process "accumulated statistics for SSSS and SSAM resource manager" Information within sap ABAP programs.

How do I retrieve data from SAP structure DB2Q3ST using ABAP code?
