ARC_SN_SEGMENT_FCAT is a standard SAP Structure so does not store data like a database table does. It can be used to define the fields of other actual tables or to process "AS: CDE Archive Structure" Information within sap ABAP programs.

How do I retrieve data from SAP structure ARC_SN_SEGMENT_FCAT using ABAP code?
